북한인권단체, 미국NED에서 9억받아

“북한인권단체 5곳, NED로부터 5년간 9억원 지원받아”

열린우리당 이화영 의원은 21일 오전 통일부에 대한 국정감사에서 '정치범수용소해체운동본부'의 대표로 활동중인 강철환씨(현 조선일보기자)에 대한 참고인 심문을 통해, 99년이후 현재까지 북한인권단체들이 미국의 NED재단(National Endowment for Democracy )으로부터 9억원이상을 지원받아 활동 중이라고 주장했다.

이화영 의원은 미리 배포한 보도자료에서 "미국이 냉전기에는 ‘중앙정보국(CIA)’을, ‘탈냉전시대에는 민주주의를 위한 국가기금 (NED)’를 통해서 각국의 내정에 깊숙히 개입해왔다"고 주장했다. "NED는 겉으로는 NGO인듯 하지만, 실제로는 미국의회가 설립하고, 미국무부가 자금을 지원하는 사실상 정부기구"라면서, NED는 민주적인 방식으로 선출된 코스타리카 오스카 아리아스의 정적에 대한 지원, 니카라구아의 다니엘 오르테가 대통령의 반대세력에 300만불 지원 등 칠레, 하이티, 몽고 등 제3세계 국가들의 선거와 내정에 다양한 방식으로 개입했다"고 지적했다.

한편, 북한인권문제를 다루고 있는 '정치범수용소해체운동본부'등 5개 단체는 NED자금을 지금까지 9억원 이상 지원받아 사용해왔고, 그 댓가로 미국에 북한의 인권상황을 정기적으로 보고하고, 지원금을 확대하기 위해 북한의 인권상황을 일부 증폭시켜 보고했다는 의혹을 제기했다.

이화영 의원은 이들의 활동으로 2003년 미국의회는 북한인권법의 입법을 위한 구체적인 활동에 들어갔다고 주장하고, 올바른 북한인권의 해결을 위해서는 북한에 대한 압박이 아니라, 교류와 협력을 통한 한반도 평화정착과 북한 주민에 대한 인도적 지원이 우선되어야 함을 강조하였다.
